Not Done. Definitely not. A future complete rating requires all known information. Since he's a licensed character, his background is already known, and as such should have one. Then, he's a got a picture already. Which means he should have a description, at least a description as complete as it can be (we don't have info on back printing or face, so that can be left out for now).
