Powers

Is there a page to request powers, or a rule for who can/cant have them? I've spent a while sat on the IRC, and there is no topic :( Decent Topic Please! --Lcawte 20:33, November 9, 2009 (UTC) I messed something up.. problem solved. As of now, I give operator to those users that seem trustworthy. Since almost nobody uses the IRC there isn't much point in doing anything else with it.
