Rassilon is the current Lord President of Gallifrey. He is believed to be the first or second Time Lord and is often regarded as the single most important figure in Gallifrey's history. Others believe that Rassilon is a maniac, though that may be partly due to the ravages of the Last Great Time War.
Background
Rassilon, alongside compatriot Omega, founded Time Lord society.
More recently, Rassilon was revived from the Matrix to lead Gallifrey during the Last Great Time War. He condemned the renegade Doctor and declared him an enemy of the Time Lords. By the end of the war, Rassilon had gone insane, failing to accept that the fate of the Time Lords wasn't as important as that of the universe's.
