Is Yularen a Rebels variant? I know it's not TCW because of the printing, but I can't tell if he's OT or Rebels styled.

Well since he hasn't appeared in Rebels (at least yet), I'd say he's OT. And Rebels sets all have a Rebels logo on it, even the polybags (see the bottom left of this image)
