The Executioner is a Pirates of the Caribbean minifigure. He has only appeared in LEGO Pirates of the Caribbean: The Video Game.

He was about to execute Will Turner at the the end of the Curse of The Black Pearl film in front of the townspeople, when Jack Sparrow pulled him out of the fire and saved him, and Will dueled the executioner and beat him right before Jack and Will held off a troop of soldiers and Jack escapes custody yet again.
