Background
Mark Mardon was an escaped criminal who was running to his brother,clyde's lab/house for safety after escaping the central city penitentiary, but when he got there, he found his brother had had a heart attack. After looking at his brother's notes, he found that he had been trying to make a machine capable of controlling weather. Mark was able to gather all the components in the machine and managed to make a simpler design that looked like a wand. Mardon continued to commit crimes, but under the guise of the Weather Wizard instead. Mardon can control weather remotely or conjure it straight from his wand.
The Weather Wizard returned in the Batman comics that were manufactured in Japan but his name was Gogo the Magician. Gogo ransomed the city by conjuring sweltering heat across Gotham city, and after the people payed the first installment, he made it rain directly over Gotham's water reservoir, but batman eventually found him and ended his crimes.
