70163 Toxikita's Toxic Meltdown is an Ultra Agents set. It includes 429 pieces, and the minifigures of the Astor Scientist, Curtis Bolt, Retox, and Toxikita.

The main feature of the set is a yellow helicopter piloted by Retox. It has three large, black propeller blades, two black extended blasters at each side of the cockpit, and two curved transparent green doors at the side. From behind these doors sprout two propellers, horizontally and at an angle, from the helicopter's body. They are large and yellow with thin light green ends, and the yellow portions have stickers depicting biohazard symbols. There is also a cockpit at the front with a transparent green, semi-cylindrical windshield. A grey coil goes along each side of the copter, and there is a sideways-facing, small, grey propeller blade at the back. At the back portion of the helicopter's body is a black, ribbed canister holding three green spheres, that can be dropped from the helicopter while it is in the air. A chain can be lowered from the helicopter, bringing Toxikita to the ground.
Also included in the set is a laboratory, the only significant non-vehicle structure in the Ultra Agents theme as of yet. It is primarily white, with two angled white walls. The first wall contains a testing area extending from it, with a white stand for a green crystal and two black, bendable arms that hold transparent light green blades above it on either side. The resting area of the crystal can be blown off from the rest of the contraption through the use of a lever using TECHNIC elements. This wall features a large transparent window with a grey border and a large grey hexagonal flap above the window, and behind the wall are two grey handles with which to control the arms. On the top of the right side of the wall is also a black security camera. In between this wall and the second one is a tall black, white, and red radar dish. The second wall has stickers on each side, representing various computational devices to assist with scientifically testing the crystal. In the centre of this wall is a semi-cylindrical transparent door. This is situated on a black round plate on a turntable, and the turntable can turn around to transport a minifigure standing on it into the room. On the side of this wall is a holder for two orange flick-fire missiles.
