Part 99248pb01 is a exclusive LEGO piece released in 2012. It has appeared with one minifigure being the Hippie. This is used as his hairpiece. Right above where the minifigure head goes there is an orange strip that resembles a headband. The piece as a whole though is a reddish brown.
